Carriage Application

Applying for Carriage on a Multiplex

Each multiplex has limited capacity, typically carrying around 20 radio programme services at any one time. When capacity becomes available, new services may be considered. To manage this fairly, multiplex operators maintain a waiting list of interested services.

To ensure transparency and fair treatment, a standard application process is in place. Applications are assessed against defined criteria known as programme service thresholds. Importantly, carriage is not guaranteed, and decisions will not be based solely on economic grounds. Each multiplex has a duty to promote fair and effective competition, and the thresholds help to guide this process.


The Application Process

Stage 1 – Expression of Interest
Prospective applicants complete an application form, setting out how their service meets the programme service thresholds.

Stage 2 – Initial Review
Applications are reviewed by the multiplex operator and, where appropriate, placed on the waiting list for consideration when capacity becomes available.

Stage 3 – Selection
When capacity is available, the multiplex operator will review the waiting list and determine which service is most appropriate to add to the existing line-up.

Please note: being placed on the waiting list does not constitute a commitment or guarantee of carriage. Final decisions remain at the discretion of the multiplex operator.


Programme Service Thresholds

Applications will be assessed against four thresholds. These criteria provide a consistent and transparent framework for decision-making:

  1. Local Relevance – The localness of origin of the service, or its relevance to the multiplex’s coverage area.
     
  2. Audience Appeal – How well the proposed service is likely to appeal to listeners in the specific coverage area.
     
  3. Service Diversity – The extent to which the service complements or broadens the range of services already carried on the multiplex.
     
  4. Sustainability – Evidence that the service can secure the necessary funding or resources to begin and continue broadcasting, thereby meeting contractual obligations.
     

Guidance for Applicants

Applicants are strongly encouraged to consider these thresholds when preparing their submission. Multiplex operators will contact applicants once their form has been reviewed, but acceptance onto the waiting list or progression through the process should not be regarded as a guarantee of carriage.

Carriage Application Form

Download and email completed form to info@dabbroadcast.com with the name of the multiplex applied for and radio service name in subject field. An uncompleted form (missing answers) will result in the form being automatically discarded.
